Joseph is a Partner in the Workers’ Compensation Practice Group. Upon graduating from LaSalle University in Philadelphia, Joe worked as a Philadelphia police officer, for almost five years, receiving a number of service-related commendations during that time. Thereafter, he went to the University of Tulsa/John Rogers Law School in Tulsa, Oklahoma on a partial scholarship, before completing his third year at the Dickinson Law School in Carlisle, Pennsylvania. Following his graduation from law school in 1996, he passed both the Pennsylvania and New Jersey Bars.

Thereafter, Joe worked as an Opinion writer for Pennsylvania’s Workers’ Compensation Appeal Board in Harrisburg, writing over 200 Appeal Board Decisions. He then worked one year for the Pennsylvania Department of Corrections, in the General Counsel’s office, defending against various inmate-filed Civil lawsuits. Thereafter, he spent 4 years at the Dozor-Auslander Law Firm in Delaware County, performing workers’ compensation defense work for multiple employers and insurers. For the next 7 years, Joe worked as in-house counsel for the Guard Insurance Company. During his last 2 years there, he was Guard’s Pennsylvania managing-attorney for the in-house counsel office, responsible for all staffing and legal results; while maintaining an active caseload. His job duties included auditing outside law firms, reviewing claim procedures and making case, policy and personnel recommendations for the Guard Insurance Company. With now Judge Beck, Joe co-litigated the seminal Weney v. WCAB (Mac Sprinkler Systems, Inc.) case, that helped curtail the serial Review Petition filing practice that tainted Pennsylvania’s workers compensation litigation system. Joe then returned to private practice when he joined the workers compensation law firm of Thomas C. Lowry, Esq., P.C. & Associates, in Plymouth Meeting, where he worked closely with self-insured’s, employers’ representatives and insurance adjusters in defense of workers’ compensation claims. He then spent a year working as an independent attorney contractor for The Dombrowski Group, a Paoli-based workers compensation defense firm, before joining ConnorsO’Dell as a workers compensation partner.

Joe is a member of the Pennsylvania Bar Association and the Pennsylvania Self-Insurers’ Association. He was also certified as a specialist in the practice of workers’ compensation law by the Pennsylvania Bar Association’s Section on Workers’ Compensation law, as authorized by the Pennsylvania Supreme Court, the first time the test was given in Pennsylvania.
